The Country Parks Volunteer Scheme is co-organised by the Agriculture, Fisheries and Conservation Department (AFCD) and Friends of the Country Parks to arouse public awareness on protecting Hong Kong country parks through participating in management, education and conservation works of the country parks. It also offers valuable opportunities for the nature lovers to serve the society.

Scope of Volunteer Work

Enrolled candidates shall complete a basic volunteer training course orgainsed by AFCD and passed the examination to become a country park volunteer. A volunteer can choose the following services at his/her own interest.

(i) Country Parks Hiking Patrol Team
Volunteers will be further trained with basic hiking knowledge before they become Hiking Patrol Team members. The Hiking Patrol Team will patrol on country parks hiking trails, assist cleaning country parks facilities and checking their conditions.

(ii) Country Parks Workshop Team
Volunteers will hold various kinds of workshops in Country Parks to promote nature conservation message after completing relevant workshop training course. They will organise workshop on different topics including insect and nature, tree conservation and wildlife appreciation.

(iii) Country Parks Eco-tour Guides
Volunteer who is interested in providing guided tour service to other need to complete training course for eco-tour guides in country park and passed the assessment. They will then be assigned to conduct Country Parks Eco-tour Guides to share their ecological knowledge with others and promote nature conservation message to the public through interpretation on themed topics in Country Parks.

(iv) Country Parks Conservation Team
Volunteer can assist in monitoring cleansing of country parks facilities of country parks facilities, participating in nature conservation works, including removal of exotic plants, e.g. Mikania, carrying out tree planting, weeding, fertilizing works in country parks, to conserve and protect our natural environment.

(v) Education and publicity activities
Volunteer can participate in organisation of various Country Parks education and publicity activities held from time to time.

【記者蔡元貴報道】「人口將不斷增長，若此例一開，肯定會導致將來的逐步蠶食。」香港郊野公園之父湯博立博士（Prof. Lee M. Talbot）說。就着郊野公園之爭，本報訪問過幾位元老級保育專家的意見，都一致反對在香港的珍貴自然淨土建造石屎森林。
湯博立接受本報電郵訪問時說，理解香港人有住屋需要，但香港著名的郊野公園對這個地方帶來很多好處，一旦被入侵用作興建房屋，實屬不幸。他續指，人口將不斷增長，若此例一開，肯定會導致將來的逐步蠶食。
這位83歲的美國海軍陸戰隊退伍軍人，60年代獲港英政府邀請，來港勘察郊野環境，花了一年時間提出多項郊野保育建議，成為香港郊野公園發展藍本，人稱香港郊野公園之父。
同樣有份創建香港郊野公園的漁護署前助理署長王福義，亦都反對開發郊野公園。他表示，香港當年有先見之明，在都市未急速發展前劃下四成土地作郊野公園，禁止發展，是很多國際都市難以企及的成就，香港人應該自豪。
現職港大地理系客座副教授的王福義，在70年代參與設計郊野公園。他說：「郊野公園係香港最珍貴嘅資源，唔止係呢一代香港人嘅資產，仲係下一代人嘅，我哋唔應該隨便郁佢。好似美國黃石公園，人哋唔會諗住搞佢。」

【政治考慮】
特首梁振英說，郊野公園作用不僅保育。本報翻查史料，原來當年港英政府設立郊野公園，的確還有政治考慮，包括維穩。60年代，土共發起多場暴動和騷亂，根據港府的《九龍騷亂調查委員會報告書》，當局認為有需要為青年人提供更多康樂場所，特別在戶外，相信會有助他們少做反社會行為。1967年，漁護署前身漁農處便在偏遠地區設立植林區，並發展為康樂用地，成為郊野公園的雛形。

香港郊野公園於港督麥理浩在任期間設立，但早在其前任港督戴麟趾的年代已孕育。戴麟趾設立委員會研究闢設郊野公園，委員會在1968年完成一份名為《郊區與大眾》的報告書，結論指出：「政府應制訂明確政策，保護香港的天然景致，使美景增色，而野生動植物、具教育、科學價值或風景優美的地質及地文特徵，亦應列入保護範圍。」
